Shaykh Rabīʿ bin Hādī was asked:

And the issue of the statement that boycotting is not sanctioned except by the scholars?

He answered:

By Allāh, when there is a land in which there are scholars, it is better that they are the ones who sanction it and if scholars are not found or the scholars have passed away, and some of the students of knowledge who have understanding of the methodology of the Salaf hold the boycotting of so and so Ṣūfī, or Rāfiḍī or extremist Ashʿarī and what resembles that, and they hold that such a one has daʿwah and is active, then they warn against him and boycott him.
